Formed in 1979, 'Red Command' (CV) is the oldest gang in Brazil. It's considered a plague by the government, but for the people of the favelas they control, the gang is the government. CV has taken over the role of the authorities in the shanty towns they control. Inside there’s no police, no state, and no regulations. Street justice rules all. We spent a week in the favelas with CV to see how an armed gang takes on the role of a makeshift government.
